Question 1. How can I file a complaint before the Commission?
A person intending to file a complaint before the Manipur State Commission for Women may submit a written application with complete details and supporting documents, if any, through post or by hand at the Commission office.
If an online complaint or tracking facility is enabled, it can be accessed from the Applications menu on this website.
Question 2. Who can file a complaint before the Commission?
Any woman, or a person acting on behalf of an affected woman, may approach the Commission in matters involving deprivation of women rights, harassment, violence, or denial of safeguards within the mandate of the Commission.
The complaint should clearly state the facts, parties involved, place of incident, action already taken, and the specific relief or intervention sought.
Question 3. What categories of complaints are generally entertained?
Complaints may relate to domestic violence, dowry harassment, sexual harassment, workplace harassment, cybercrimes against women, trafficking, denial of maternity benefits, gender discrimination, police apathy, sexual assault, stalking, voyeurism, forced prostitution, denial of legal safeguards, and other matters affecting women rights and dignity.
Question 4. What complaints may not be entertained?
Complaints may be dismissed if they are illegible, vague, anonymous, or pseudonymous.
Matters relating only to private civil disputes, service matters, labour or industrial disputes without deprivation of women rights, matters pending before a court or tribunal, matters pending before another competent authority, or matters already decided may not be entertained.
Question 5. How will I know if my complaint has been accepted?
If a complaint is accepted, the complainant may be informed through an acknowledgement, reference number, phone communication, email, or other official communication. If the complaint is outside the mandate of the Commission, the complainant may be informed accordingly.
Question 6. How can I check the status of my complaint?
Status may be checked using the complaint reference details provided by the Commission, by contacting the Commission office, or by using the tracking facility under the Applications menu where available.
Question 7. What is the helpline number?
For emergency assistance, women may dial 181 or 112.
Question 8. When can I contact the Commission?
The office may be contacted during working hours on working days at the Manipur State Commission for Women office. Details may also be sent by email or submitted in writing.
Question 9. What information should I provide while filing a complaint?
Provide contact details of the complainant and respondent, if available; a brief description of the incident; remedies already exhausted; and supporting documents, if any.
Question 10. How is a complaint processed?
On receipt, the complaint is scrutinized as per the Commission mandate. Mandated complaints may be registered and taken up with concerned authorities. Non-mandated complaints may be closed or dismissed after intimation.
Depending on the nature of the complaint, action may include calling for reports, coordinating with police or concerned departments, monitoring implementation of statutory safeguards, mediation, counselling, legal aid referral, or inquiry in serious matters.
Question 11. If I am being sexually harassed at my workplace, can the Commission help?
Yes. A complaint may be filed with the Commission. The matter may be taken up with the employer or concerned organization to monitor action under the Sexual Harassment of Women at Workplace Act, 2013, including constitution or functioning of the Internal Committee where applicable.
Question 12. If I am deprived of maternity benefits, can I approach the Commission?
Yes. Women may approach the Commission if an employer or concerned organization is denying benefits under the Maternity Benefit Act, 1961.
Question 13. If I have marital discord with my husband or in-laws, can I approach the Commission?
Yes. The Commission may be approached for mediation, counselling, referral, or assistance in expediting action by the appropriate authority, depending on the facts of the matter.
Awareness, Welfare & Capacity Building
Question 1. What are the Commission's awareness and welfare functions?
The Commission undertakes awareness, outreach, consultation, and capacity-building activities to strengthen women rights, welfare, safety, legal awareness, and access to support services across Manipur.
Question 2. What types of programmes are organized?
Programmes may include legal awareness camps, gender sensitization workshops, capacity-building programmes, consultations, seminars, community outreach, cyber safety awareness, welfare awareness, and women empowerment activities.
Question 3. What are some major programme areas?
Gender sensitization and legal awareness for students, grassroots women, community leaders, police personnel, and other stakeholders.
Awareness on domestic violence, workplace harassment, cyber safety, legal aid, welfare schemes, trafficking prevention, and women safety.
Capacity-building and empowerment programmes for women groups, students, entrepreneurs, artisans, and community organizations where such programmes are approved.
Coordination with government departments, legal services authorities, civil society organizations, educational institutions, and local stakeholders.
Question 4. What is the outreach of such programmes?
Programmes may be organized across districts and communities in Manipur, depending on need, feasibility, available resources, and collaboration with government departments or partner institutions.
Question 5. How can an organization request an awareness or capacity-building programme?
A request or proposal may be submitted to the Commission with a forwarding letter on official letterhead, programme title, objectives, expected outcome, target participants, proposed date and venue, resource persons, support requested, and estimated budget details where financial support is sought.
